There is nothing more annoying than a sloping horizon.

To correct these select the measure tool, which can be found in the Eyedropper tool drop down menu. Position the tool's cursor on the horizon and, while holding the left mouse button down, accurately draw the cursor along the horizon.

Go to Images>adjust>rotate. Arbitrary.

Your image will automatically rotate to the angle given by the measure tool. The image will need cropping.

You can also use this tool on buildings or any other subject that needs to have accurate horizontals or verticals.
